The Engineering Division of the Community Development Department works with both the Zoning and Building Departments to address issues concerning the floodplain and floodway within Franklin Park.

When you apply for a permit and your property has been determined to be in the floodway, you will need to complete the Illinois Department of Natural Resources (IDNR) Joint Application form which can be found, with instructions, by clicking the link below.
You only need to submit the information for the Illinois Department of Natural Resources (IDNR). If you have any questions about the Joint Application form, please contact the Village Engineer using the contact information on the right side of this page.
Flood Insurance Announcement
If you don't have flood insurance, talk to your insurance agent. Homeowner's insurance policies do not cover damage from floods automatically. Because Franklin Park participates in the National Flood Insurance Program (NFIP), you can purchase a separate flood insurance policy. This insurance is backed by the Federal government and is available to everyone, even for properties that have been flooded before as well as those that are not in a designated floodplain. Flood insurance covers all surface floods.
Some people purchase flood insurance because it is required by the bank when they receive a mortgage or home improvement loan. Usually these policies just cover the building's structure and not the contents. When flooding occurs, typically there is more damage to the furniture and contents than there is to the structure so be aware of what is covered by your policy. Lastly, if your building has experienced flooding caused or aggravated by sewer backup, be sure to investigate a sewer backup rider to your homeowner's insurance policy.
There is a 30-day waiting period before National Flood Insurance Program coverage takes effect, once purchased. Contact your insurance agent for more information on rates and coverage.

Flood Improvement Study Underway
The Village has retained Christopher B. Burke Engineering, Ltd. (CBBEL) to study flooding problems at several locations within the Village. The purpose of this study is to collect additional survey information and analyze existing storm-water and flooding conditions. The effort will identify cost-effective short-term and long-term actions to help alleviate flooding within the Village.
Potential solutions being reviewed include optimizing the best use of flood control storage at the Jack B. Williams Reservoir and at the basin called Structure 102, located south of Irving Park Road. In addition to storage, CBBEL is reviewing storm sewer and channel improvements to increase conveyance capacity of both the Village’s storm sewers and Silver Creek. Updates will be provided on as the work progresses through-out the spring and summer. The Village will continue to work to uncover state and federal funding to support these projects.
