Energy Impact Illinois is an alliance of local organizations, utility companies and non-profit groups and is working to help area homeowners make energy upgrades.  Energy Impact Illinois, recently introduced a special limited-time rebate for Chicago-area homeowners of up to $1,750 to make energy efficiency improvements to their homes before winter hits.
