REQUEST FOR PROPOSALS

 

COMPREHENSIVE ZONING CODE REWRITE

 

The Village of Franklin Park (the “Village”) is seeking Request for Proposals (RFP) from land use, planning, and zoning consultants in order to:


1. Comprehensively rewrite the Village’s Zoning Code

2. Update the subdivision regulations where appropriate

3. Create changes to the Zoning Map to complement the new Zoning Code,

4. Provide supplemental documents (i.e. new zoning related applications)

5. Move the Zoning Code rewrite through the public process and assist with the implementation process.

 

All proposals submitted must be received by 4 p.m. (Central Standard Time) Tuesday, February 5, 2019 at the Village Hall Clerk’s Office at 9500 Belmont Avenue.

ADVERTISEMENT FOR BIDS

THE VILLAGE OF FRANKLIN PARK

 

 

PROJECTBUILDING DEMOLITION, 9545 BELMONT AVENUE, FRANKLIN PARK, IL consists of demolishing a 13,300 SF, one story brick building and the disposal of all demolished material.  The work also includes the removal of foundation walls, concrete slabs, including building floor, driveways, sidewalks and a 110’ high radio tower. Excavated areas are to be backfilled with granular material. The building contains asbestos material that will require removal and disposal by a qualified, licensed asbestos removal contractor. Refer to the accompanying asbestos report. Contractor will be responsible for obtaining and payment for all applicable demolition permits.

 

BID DEADLINE10:00 AM LOCAL TIME, FRIDAY APRIL 19, 2019.

The Village reserves the right to extend the Bid Deadline from this date and time if the Village determines is in the best interest of the Village.

 

NOTICE:  Sealed proposals for the BUILDING DEMOLITION, 9545 BELMONT AVENUE will be received by The Village of Franklin Park, Illinois, at the office of the Village Clerk, 9500 Belmont Avenue, Franklin Park, Illinois 60131, until the Bid Deadline.  Immediately thereafter, the proposals will be publicly opened and read aloud.  Notwithstanding the foregoing, the Village reserves the right to defer, postpone, delay, or reschedule the Bid Opening for such time and to such date as the Village, in its sole discretion, determines is in the best interest of the Village.

 

NONCOLLUSION: Any agreement or collusion among bidders or prospective bidders in restraint of freedom of competition by agreement to bid a fixed price, or otherwise, shall render the bids of such bidder void. Each bidder shall accompany his bid with a sworn statement, or otherwise swear or affirm, that he has not been a party to any such agreement or collusion.

 

BID SECURITY:  Bid Security in the amount of not less than five (5) percent of the Bid shall accompany each Bid in the form of bid bond, cash, certified check, cashier's check or draft payable to The Village of Franklin Park.

 

CONTRACT SECURITY:  The Bidder to whom a Contract is awarded shall be required to furnish either both a Performance Bond and a Payment Bond or an Irrevocable Letter of Credit acceptable to the Village for 100 percent of the Contract Price, in accordance with the requirements of the Contract Documents.

 

RIGHTS RESERVED:  The Village reserves the right to reject any and all Bids or award each schedule individually, to waive any informalities or technicalities in bidding, and to accept the Bid which best serves the interests of the Village.  The Village shall, in its sole discretion, determine what does or does not constitute an informality or technicality, and, in submitting a Bid, the Bidder agrees to be bound by that determination.

 

WAGE RATES AND INSURANCE:  The successful Bidder will be required to furnish certificates and policies of insurance as required by Part 2, Section 2.8 of the Contract.  CONTRACTORS must provide Certified Monthly Payroll Reports showing compliance with the State’s current Prevailing Wage Ordinance.
