ADVERTISEMENT FOR BIDS

 

2017 ROADWAY IMPROVEMENTS PROGRAM

 

PROJECT: 2017 ROADWAY IMPROVEMENTS PROGRAM consists of 22,200 SY of 4” thick asphalt removal, 4,950 tons of asphalt binder and surface course placement, manhole casting adjustments, and pavement striping, at various locations designated by the Village.

 

BID DEADLINE10:00 AM LOCAL TIME, THURSDAY JUNE 1, 2017.

The Village reserves the right to extend the Bid Deadline from this date, as the Village, in its sole discretion, determines is in the best interest of the Village.

 

NOTICE:  Sealed proposals for the 2017 ROADWAY IMPROVEMENTS PROGRAM will be received by The Village of Franklin Park, Illinois, at the office of the Village Clerk, 9500 Belmont Avenue, Franklin Park, Illinois 60131, until the Bid Deadline.  Immediately thereafter, the proposals will be publicly opened and read aloud.  Notwithstanding the foregoing, the Village reserves the right to defer, postpone, delay, or reschedule the Bid Opening for such time and date as the Village, in its sole discretion, determines is in the best interest of the Village.

 

BID SECURITY:  Bid Security in the amount of not less than five (5) percent of the Bid shall accompany each Bid in the form of bid bond, cash, certified check, cashier's check or draft payable to The Village of Franklin Park.

 

CONTRACT SECURITY:  The Bidder to whom a Contract is awarded shall be required to furnish either both a Performance Bond and a Payment Bond or an Irrevocable Letter of Credit acceptable to the Village for 100 percent of the Contract Price, in accordance with the requirements of the Contract Documents.

 

RIGHTS RESERVED:  The Village reserves the right to reject any and all Bids or award each schedule individually, to waive any informalities or technicalities in bidding, and to accept the Bid which best serves the interests of the Village.  The Village shall, in its sole discretion, determine what does or does not constitute an informality or technicality, and, in submitting a Bid, the Bidder agrees to be bound by that determination.

 

WAGE RATES AND INSURANCE:  The successful Bidder will be required to furnish certificates and policies of insurance as required under the Bid Document. All wages paid by the contractor and each subcontractor shall meet all requirements under the Prevailing Wage Act (820 ILCS 130).  Contractors shall provide Certified Monthly Payroll Reports showing compliance with IDOT BLRS Wages of Employees on Public Work (LRS12) which is  included in the Bid Document.

NOTICE TO BIDDERS

FOR

VILLAGE OF FRANKLIN PARK PHASE 2 INDUSTRIAL PARK IMPROVEMENTS

The Village of Franklin Park is now accepting sealed bid proposals for the Phase 2 Industrial Park Improvements.

TIME AND PLACE OF OPENING BIDS

Notice is hereby given that the Village of Franklin Park will receive sealed bids at the Franklin Park Village Hall, 9500 Belmont Avenue, Franklin Park, Illinois, 60131 until May 18, 2017 at 10:00 a.m. local time for the Phase 2 Industrial Park Improvements at which time the bids will be publicly opened and read. Bid proposals for this project will be considered not only on the basis of cost, but also on past performance, experience and ability to perform the work. The Village of Franklin Park reserves the right to accept the proposal deemed to be in its own best interest based on all of the above considerations. Bids will be acted upon by the Village of Franklin Park President and Board of Trustees.

DESCRIPTION OF WORK

The proposed work is officially known as the Phase 2 Industrial Park Improvements and further described as pavement, curb & gutter and sidewalk removal, construction of approximately 7,600 square yards of roller compacted concrete with an HMA overlay, 8,100 feet of curb & gutter, 20,000 square feet of PCC sidewalk, 7,700 feet of storm sewer ranging in diameter from 12 inches to 66 inches) and all other restoration necessary to complete the work in Franklin Park, Illinois, all as further described in the contract documents for the said work prepared by Christopher B. Burke Engineering, Ltd. (CBBEL).

BID SECURITY

Bid Security in the amount of not less than ten (10) percent of the Bid shall accompany each Bid in the form of bid bond, cash, certified check, cashier's check or draft payable to The Village of Franklin Park. No proposals or bids will be considered unless accompanied by such bond, or check.

PREVAILING WAGE RATE

All CONTRACTORS and SUBCONTRACTORS bidding for work involving fixed works constructed for public use must pay prevailing wages as required by the Illinois Prevailing Wage Act (820 ILCS 130/2).

If the prevailing wage rates are revised by the Illinois Department of Labor at any time during the term of the contract, the revised prevailing wage rates shall apply to the work performed pursuant to the contract, and all CONTRACTORS and SUBCONTRACTORS shall pay their employees in accordance with the new prevailing wage rate.

PERFORMANCE AND PAYMENT BONDS

The successful BIDDER for the construction of the improvements will be required to enter into Performance and Labor and Material Payment bonds equal to 100% of the amount of the bid with sureties to be approved by the OWNER, when entering into the contract for the work, which shall be conditioned upon the proper and faithful performance by the CONTRACTOR of the work specified in accordance with the contract documents therefore, and the ordinances providing for the work.

REJECTION OF BIDS

The Village of Franklin Park reserves the right to defer the award of the contract for a period not to exceed forty-five (45) calendar days after the date bids are received, and to accept or reject any or all proposals and to waive technicalities.

CONTRACTOR PREQUALIFICATION

The Prime Contractor shall be prequalified by the Illinois Department of Transportation in the category of DRAINAGE in the amount of $2,500,000.00.  Bids from Contractors that do not meet this prequalification requirement will be rejected.
