SEWER CLEANING AND INSPECTION

 

PROJECT: SEWER CLEANING AND INSPECTION consists of light and heavy cleaning of approximately 14,500 linear feet of sewer segments to be inspected by means of closed-circuit television (CCTV) and providing reports of CCTV inspections at various locations in the Village of Franklin Park.

 

BID DEADLINE10:00 AM LOCAL TIME, THURSDAY MARCH 26th, 2020.

 

NOTICE:  Sealed proposals for the SEWER CLEANING AND INSPECTION will only be received by The Village of Franklin Park, Illinois, at the office of the Village Clerk, 9500 Belmont Avenue, Franklin Park, Illinois 60131, until the Bid Deadline. Each proposal shall be submitted in an opaque envelope prior to the time and date set forth in the Bid Deadline. Each proposal shall be addressed to the Village Clerk and shall bear on the face of the envelope the name of the bidder and a statement that it is to be opened for the contract at the date and hour as set forth in the Bid Deadline. Immediately after the bid deadline, the proposals will be publicly opened and read aloud. Notwithstanding the foregoing, the Village reserves the right to defer, postpone, delay, or reschedule the Bid Opening for such time and to such date as the Village, in its sole discretion, determines is in the best interest of the Village.

 

BID SECURITY:  Bid Security in the amount of not less than five (5) percent of the Bid shall accompany each Bid in the form of bid bond, cash, certified check, cashier's check or draft payable to The Village of Franklin Park.

 

CONTRACT SECURITY:  The Bidder to whom a Contract is awarded shall be required to furnish either both a Performance Bond and a Payment Bond or an Irrevocable Letter of Credit acceptable to the Village for 100 percent of the Contract Price, in accordance with the requirements of the Contract Documents.

 

AWARD OF CONTRACT AND RIGHTS RESERVED:  The Contract shall be awarded to the lowest responsible bidder based on criteria set forth by the Village. The Village reserves the right to reject any and all Bids, award each schedule individually, and to waive any informalities or technicalities in bidding. The Village shall, in its sole discretion, determine what does or does not constitute an informality or technicality, and, in submitting a Bid, the Bidder agrees to be bound by that determination. No contract will be awarded to any person or entity that is in arrears to the Village of Franklin Park, Illinois upon any debt or contract with the Village of Franklin Park, Illinois, or who is a defaulter as to surety or otherwise upon any obligation to the Village of Franklin Park, Illinois

 

WAGE RATES AND INSURANCE:  The successful Bidder will be required to furnish certificates and policies of insurance as stated in Article 5.04 of the Supplemental Conditions. CONTRACTORS must provide Certified Monthly Payroll Reports showing compliance with the Employment of Illinois Workers on Public Works Act, (30 ILCS 570), et seq., and the Illinois Prevailing Wage Act, 820 ILCS 130/.01 et seq.

ADVERTISEMENT FOR BIDS - THE VILLAGE OF FRANKLIN PARK

 

Purpose for RFP: The Village of Franklin Park, IL is interested in entering into an agreement with a qualified lessee to acquire, by lease, the rights to erect and obligation to maintain billboards and related supporting structures, illumination facilities and connections, service ladders and other appurtenances on Village-owned property along Interstate 294 in Franklin Park, Illinois. The Village will require the selected lessee to enter into a lease agreement with the Village and adhere to terms in the lease agreement, including, among other things, the payment of rent.

 

Background information: The Village owns land along Interstate 294 within the Village limits offering a broad visibility zone. The land to the east of the Village property at 11020 King St. currently has a billboard. However, due to Tollway improvements along the Interstate 294 corridor, the billboard is required to be removed. Therefore, due to the location of Village property and the 500 ft. spacing requirement as set forth by the State of Illinois, the Village owned property along Interstate 294 at 11020 King St. is available for lease. The Village is interested in entering into a new lease agreement for outdoor advertising.

THE VILLAGE OF FRANKLIN PARK
 

PROJECT9380 CHESTNUT RE-ROOF AND ROOF REPLACEMENT consists of re-roofing the garage area and completely replacing the roof covering the office area of the building.  The existing gutter system and elevated insulation installed along the west perimeter edge of the garage roof will be completely removed.  New wood blocking and tapered insulation will be installed at a lower elevation to facilitate proper drainage.  The balance of the existing roof field membrane surface will be properly prepared and then covered with a fully adhered 60 mil fleece-backed TPO membrane roofing system with penetration flashings and heat-welded seams.  A new gutter system and new perimeter edge sheet metal will be installed around the edges of the new roof.

The office roof area will have the entire existing roofing system completely removed down to the surface of the existing concrete roof deck. A new smooth surface heat-welded APP modified bitumen vapor barrier system will be installed over the primer-prepared roof deck, followed by installation of two layers of 2.6-inch-thick polyisocyanurate rigid insulation set in foam adhesive. The insulation will be covered with a new fully adhered 60 mil fleece-backed TPO membrane roofing system with penetration flashings and heat-welded seams.  New perimeter edge sheet metal will be installed around the edges of the new roof.

The project also includes brick and mortar joint renovation around the west entrance door to the garage, renovation of the brick chimney exterior surfaces, and complete replacement of the poured concrete chimney cap on the garage roof.

A MANDATORY PREBID MEETING WILL BE HELD ON SITE at 10:00 am local time on January 31, 2020.  The PREBID MEETING will be held at 9380 Chestnut Avenue, Franklin Park, Illinois 60131, followed by a rooftop inspection of existing conditions.  Only those bidders who attend the pre-bid meeting will be eligible to bid.

The Village reserves the right to extend the Bid Deadline from this date and time to accept Bids submitted after the Bid Deadline, as the Village, in its sole discretion, determines is in the best interest of the Village.

The work will include bypass pumping of the existing sewer flow, reinstatement of the existing lateral services, and all testing required for lining installation.
