ADVERTISEMENT FOR BIDS - THE VILLAGE OF FRANKLIN PARK

 

Purpose for RFP: The Village of Franklin Park, IL is interested in entering into an agreement with a qualified lessee to acquire, by lease, the rights to erect and obligation to maintain billboards and related supporting structures, illumination facilities and connections, service ladders and other appurtenances on Village-owned property along Interstate 294 in Franklin Park, Illinois. The Village will require the selected lessee to enter into a lease agreement with the Village and adhere to terms in the lease agreement, including, among other things, the payment of rent.

 

Background information: The Village owns land along Interstate 294 within the Village limits offering a broad visibility zone. The land to the east of the Village property at 11020 King St. currently has a billboard. However, due to Tollway improvements along the Interstate 294 corridor, the billboard is required to be removed. Therefore, due to the location of Village property and the 500 ft. spacing requirement as set forth by the State of Illinois, the Village owned property along Interstate 294 at 11020 King St. is available for lease. The Village is interested in entering into a new lease agreement for outdoor advertising.

VILLAGE OF FRANKLIN PARK REQUEST FOR STATEMENT OF INTEREST (SOI) for

Land Acquisition, Appraisal, Appraisal Review and Negotiation Services for

FRANKLIN AVENUE FROM MANNHEIM ROAD TO RUNGE STREET

 

 

The Village of Franklin Park (VOFP) seeks to retain the services of a qualified and experienced professional firm(s) to provide Land Acquisition Services according to IDOT procedures for Appraisal, Appraisal Review and Negotiation to acquire required right-of-way for the reconstruction and widening of the Franklin Avenue within the project limits. 

 

PROJECT BACKGROUND

Franklin Avenue is identified as a Minor Arterial corridor from County Line Road to 25th Avenue in Cook County.  The Phase I Engineering services for the reconstruction and widening of the Franklin Avenue from Mannheim Road to Runge Street has been completed in accordance to IDOT’s guidelines and policies as a Categorical Exclusion Type II.  The engineering services for the preparation of the contract documents (phase II) has already started with estimated completion of the contract documents in Spring of 2021.  The contract documents for the reconstruction and widening of the Franklin Avenue are prepared in accordance to the guidelines and requirements of the Illinois Department of Transportation Bureau of the Local Roads and Streets Manual. 

 

ANTICIPATED SCOPE OF SERVICES

The firms who are interested in providing these services for VOFP must appear on the IDOT’s current Approved Appraiser Listing, Approved Review Appraiser Listing and Approved Negotiator Listing as shown on their website at:

Plats and legal descriptions for the right-of-way take or the temporary or permanent easement will be provided by the VOFP or their design consultant.  The selected firms(s) shall preform the services as set forth herein including draft conveyance document and other forms and documents required by VOFP to evidence the proposed acquisitions of the right-of-way and the easements free and clear of all liens and encumbrance.  The selected negotiator(s) shall conduct a site visit in order to negotiate the acquisition of the parcels.  If negotiations fail or are terminated for any reason, the negotiator shall make a recommendation to VOFP to acquire the right-of-way by means of eminent domain proceedings.  The negotiator(s) shall provide testimony in court as a witness on behalf of VOFP during the eminent domain trials to detail the negotiation process and communications with the property owner concerning the right-of-way or easement.   

  

SUBMITTAL REQUREMENTS

The submittal should be limited to 6 single-sided pages using 12-point font, and should include the following information:

  1. Name, address, and brief history of the Firm
  2. Key Staff identify key personnel including, Appraiser, Appraiser Reviewer, and Negotiator as applicable.
  3. Related Project Experience during the last five years. Include the name of the project, location of the project, narrative of the acquisitions, a contact person and dollar amount for each example.
  4. Statement of Availability and proximately to the project site.
  5. You are invited to include additional information not included above, within the six-page limit, if you believe it may be useful and applicable to this project.

PANORAMIC DRIVE ROADWAY AND UTILITY IMPROVEMENTS

 

 

PROJECT: PANORAMIC DRIVE ROADWAY AND UTILITY IMPROVEMENTS involves the installation of approximately 1,080 LF of 8” dia. ductile iron watermain and appurtenances, 130 LF of storm sewer improvements, and 1,100 LF of roadway improvements which included asphalt paving, concrete curb & gutter and concrete sidewalk.

 

BID DEADLINE: 10:00AM LOCAL TIME, THURSDAY OCTOBER 10, 2019.

The Village reserves the right to extend the Bid Deadline from this date and time to accept Bids submitted after the Bid Deadline, as the Village, in its sole discretion, determines is in the best interest of the Village.

 

NOTICE: Sealed proposals for the PANORAMIC DRIVE ROADWAY AND UTILITY IMPROVEMENTS will be received by The Village of Franklin Park, Illinois, at the office of the Village Clerk, 9500 Belmont Avenue, Franklin Park, Illinois 60131, until the Bid Deadline.  Immediately thereafter, the proposals will be publicly opened and read aloud.  Notwithstanding the foregoing, the Village reserves the right to defer, postpone, delay, or reschedule the Bid Opening for such time and to such date as the Village, in its sole discretion, determines is in the best interest of the Village.

 

BID SECURITY: Bid Security in the amount of not less than five (5) percent of the Bid shall accompany each Bid in the form of bid bond, cash, certified check, cashier's check or draft payable to The Village of Franklin Park.

 

CONTRACT SECURITY: The Bidder to whom a Contract is awarded shall be required to furnish either both a Performance Bond and a Payment Bond or an Irrevocable Letter of Credit acceptable to the Village for 100 percent of the Contract Price, in accordance with the requirements of the Contract Documents.

 

RIGHTS RESERVED: The Village reserves the right to reject any and all Bids or award each schedule individually, to waive any informalities or technicalities in bidding, and to accept the Bid which best serves the interests of the Village.  The Village shall, in its sole discretion, determine what does or does not constitute an informality or technicality, and, in submitting a Bid, the Bidder agrees to be bound by that determination.

 

WAGE RATES AND INSURANCE: The successful Bidder will be required to furnish certificates and policies of insurance as stated in Article 5.04 of the Supplemental Conditions. CONTRACTORS must provide Certified Monthly Payroll Reports showing compliance with the Employment of Illinois Workers on Public Works Act (30 ILCS 570).
