PROJECT:  REUTER SUBDIVISION IMPROVEMENTS PHASE 1B consists of the Right-of-Way infrastructure improvements which includes the total roadway reconstruction of existing residential streets approximately 3325 feet in total length, removal and replacement of existing roadway pavement, concrete curb & gutter, sidewalk and driveway aprons. The project consists of the installation of 1282 tons of HMA Surface course, 2563 tons of HMA binder course, 6800 LF of concrete curb & gutter, 29100 sf of sidewalk, 1233sy of concrete driveway apron,  4700 LF of 8”  Ductile Iron Watermain, with associated fire hydrants, valves and vaults, 2730 LF of 1” domestic type “k” copper domestic water services with B-boxes, 4482 LF of  8” and 10” PVC SDR 26 sanitary sewers, 2741 LF of 6” PVC SDR sanitary service laterals with clean-out, 2416 LF of 12” and 15” RCP storm sewers with associated storm pickup structurers, lawn restoration and etc.


A NON-MANDATORY PREBID MEETING WILL BE HELD AT 10:00AM LOCAL TIME ON June 21, 2018.  The PREBID MEETING will be held at the Village Hall, Main Conference Room, 9500 Belmont Avenue, Franklin Park, Illinois 60131. 


BID DEADLINE:  10:00AM LOCAL TIME, June 28, 2018.

The Village reserves the right to extend the Bid Deadline from this date and time, as the Village, in its sole discretion, determines is in the best interest of the Village.


NOTICE:  Sealed proposals for the REUTER SUBDIVISION IMPROVEMENTS PHASE 1B PROJECT will be received by The Village of Franklin Park, Illinois, at the office of the Village Clerk, 9500 Belmont Avenue, Franklin Park, Illinois 60131, until the Bid Deadline.  Immediately thereafter, the proposals will be publicly opened and read aloud.  Notwithstanding the foregoing, the Village reserves the right to defer, postpone, delay, or reschedule the Bid Opening for such time and to such date as the Village, in its sole discretion, determines is in the best interest of the Village.


IDOT PREQUALIFICATION: All prime contractors including subcontractors for concreting, roadway excavation and HMA installations, landscaping shall be IDOT prequalified. Bids submitted by non-IDOT prequalified will be rejected.


NON-COLLUSION: Any agreement or collusion among bidders or prospective bidders in restraint of freedom of competition by agreement to bid a fixed price, or otherwise, shall render the bids of such bidder void. Each bidder shall accompany his bid with a sworn statement, or otherwise swear or affirm, that he has not been a party to any such agreement or collusion.


BID SECURITY:  Bid Security in the amount of not less than five (5) percent of the Bid shall accompany each Bid in the form of bid bond, cash, certified check, cashier's check or draft payable to The Village of Franklin Park.


CONTRACT SECURITY:  The Bidder to whom a Contract is awarded shall be required to furnish a Performance Bond and a Payment Bond or an Irrevocable Letter of Credit acceptable to the Village for 100 percent of the Contract Price, in accordance with the requirements of the Bid Document.


RIGHTS RESERVED:  The Village reserves the right to reject any and all bids, to waive any informalities or technicalities in bidding, and to accept the Bid which best serves the interests of the Village.  The Village shall, in its sole discretion, determine what does or does not constitute an informality or technicality, and, in submitting a Bid, the Bidder agrees to be bound by that determination.


WAGES AND INSURANCE:  The successful Bidder will be required to furnish certificates and policies of insurance as required under the Bid Document. All wages paid by the contractor and each subcontractor shall meet all requirements under the Prevailing Wage Act (820 ILCS 130).  Contractors shall provide Certified Monthly Payroll Reports showing compliance with IDOT BLRS Wages of Employees on Public Work (LRS12) which included in the Bid Document.


DISADVANTAGED AND MINORITY BUSINESS ENTERPRISE: All bidders shall take in good faith all affirmative steps to assure that disadvantaged business enterprises are utilized when possible as sources of supplies, equipment, construction and services.

The Village of Franklin Park, Cook County, Illinois (hereinafter “Village”) is seeking proposals from qualified firms to provide municipal solid waste collection and disposal services for multi-family residential units with three (3) or more units.


Any firm (hereinafter “Contractor”) that wants to furnish a proposal for such services must submit a proposal following the instructions and format provided in the Request for Proposals for Residential Multi-Family Solid Waste Collection Services (hereinafter “RFP Package”).  A copy of the complete RFP Package may be obtained at the Office of the Village Clerk, 9500 Belmont Avenue, Franklin Park, Illinois 60131 during normal business hours or at It shall be the responsibility of the Contractor to thoroughly read and understand the information, instructions, and scope of services contained in the RFP Package.


Sealed proposals must be delivered to the Office of the Village Clerk, Village of Franklin Park, 9500 Belmont Avenue, Franklin Park, Illinois 60131 no later than 3:00 P.M. on Friday, July 13, 2018. Sealed envelopes must be clearly labeled “Proposal for Residential Multi-Family Solid Waste Collection and Disposal Services” and include the Contractor’s name. One original and three (3) photocopies of the Proposal must be furnished, along with one (1) electronic copy in PDF format. If sent by mail, the sealed envelope containing the proposal must be enclosed in another envelope addressed to the Village Clerk at the address set forth above. Proposals submitted or arriving after the deadline will not be accepted. Mailed proposals delivered after the specified time will not be accepted regardless of the postmarked date or time on the envelope. Facsimile transmitted proposals will not be accepted.


Questions pertaining to the RFP Package should be directed in writing to the attention of Lisa Anthony, Director of Health and Human Resources, Village of Franklin Park, 9500 Belmont Avenue, Franklin Park, Illinois 60131. The deadline for the submission of questions is Friday, June 22, 2018 at 5:00 PM. Replies or addenda will be provided to all known potential Contractors by 5:00 P.M. of Friday, July 6, 2018. The Village shall not assume responsibility for the receipt by the Contractor of any replies or addenda.


The Village of Franklin Park reserves the right to reject any or all proposals and to waive any informalities and to accept the proposal, if any, which it deems most favorable to the interests of the Village after all responsive proposals have been examined. The Village also reserves the right to negotiate the terms and conditions of any contract to provide the services specified in the RFP Package.
